Climate change is now more visible in the form of frequent weather changes that lead to major droughts or floods. To overcome the alarming situation of climate change, the two alternatives are mitigation and adaptation. On the one hand, mitigation is a gradual and long-term process, on the other hand, adaptation is usually based on quick responses to a changing scenario. Adaptation requires effective and timely provision and exchange of all support mechanisms and meteorological information, and therefore successful adaptation to climate change requires information and communication technologies (ICTs) to disseminate information in a variety of ways. ICTs not only reduce time lag but also transform information systemically through network governance.
